My son would like to buy a used van, (really used) the owner say that the air blows heat. What is the worst scenerio and the least? What will it cost to repair, approx. We live within the NYC metro area.

First article why did you buy a p.o.s. doge for? you can buy a R134A kit and do it your self for $35
Go to the parts store pick up a can of 134a with a gage on it and follow the instructions on the can .... if the compressor is not coming on because of the low side pressure switch it could enjoy a low charge. If the compressor cycles on and off it have low charge.
If you charge the system following the instructions on the can the low side should be like 40psi or anything the can recommends ... it won't hold a charge it may hold leak. You can hop the low side pressure switch to get the compressor going if you lunge the switch and the compressor does not come on you got big problems .... so quit it and move on to looking for another vehicle.
