It's condensation build-up. The engine is not being driven long adequate for the engine to get hot enough to burn past its sell-by date the excess water that develops when engine is shut down.
EDIT: Do you drive a newer Jeep or Chrysler product? If so it's not a big deal, it's a design flaw of the panama & it's now been re-designed twice. Contact the Dealer if that's the armour!
Just drive the car longer distances & stop letting it idle so much while warm it up!

is the oil a sunburn milky colour also or is the milky substance only around the filler cap?

the milky substance is an indicator of hose in the oil. it comes from the cooling system by opening of a cracked head or block or a blown head gasket.

if it is solely around the filler cap then ckeck the pvc stopcock. if the oil on the dip stick is also milky, then leader gasket or block is suspect.

take it to a mechanic, driving will cause critical dead loss beyond economical repair, ie engine siezes up.

Answers:    Foam is generally a sign that there is sea in the crankcase. Get this checked out right away. Could be a cracked head.
