Answers:    Ideally you will requirement to add relays to control these bulbs. The vehicle's own system be never designed for the extra (almost double) current.
In the UK these bulbs are illegal for road use and are single sold for off road use.
You could also be breeding more problems surrounded by the future. It is a regular problem beside the wireing plug that goes onto the put a bet on of the bulb to cook and burn up. By increasing the current going through this plug it is more likely to hold problems later on.
Also the extra power increases the boil inside the light part, this can lead to the chalice cracking, or if plastic discolouring and the silver lens loosing its silver.
I think you can see by my answer that I do not recommend the use of these bulbs long possession.
Another option for you would be to rework your bulbs from halogen type to xenon type. This will give you increased lighting (they say-so up to 40% but I do not think it is this much). This will not facilitate the necessitate to add relays or verbs about the wireing plug etc. as in that is no current increase.
Sorry if this is not quite the answer you looked-for.

Should I hold my emergency brake checked...

If you know how, it couldn't hurt.
