The drums are true, springs are like new, parking break released , newly cant figure out why the rear driver side rudder locks with a THUMP when ever when break pedal is pressed even gently, Has this happen to your 90ish GM? What did you do to fix it? Thanks!
It happened to my 94 opulent am and I put new wheel cylinders on the brakes and it quit, the reins cylinder on that side is sticking, you might as well replace both of them if you plan on keeping the car as within 6 months the other side will be doing the same thing.
The parking brake is catching.
The brake slave cylinder is probably leaking, or you enjoy broken parts.
Answers: You say the shoes are new. It could be that the shoes be improplery installed. There are different sized linings on the shoes. The longer lining go opposite from the shoe that the parking brake pivot lever is connected to. It could also be that the drum is out of round, glazed or cracked. The brakes could be adjusted too tightly, also.

Bleed air from your brake system. Air in the system cause airlock, brakes grabbing and sometimes brake failure If that gearstick had a brake cylinder fluid leak that get all over the inside of the wheel and you haven't put latest shoes on it, that could account for it. I would replace the brake hose at the wheel and verbs the shoes and drum real well next to brake cleaner. Make sure both rear wheels hold the springs etc installed the same way. Make sure to manually adjust the brake shoes properly also.
