Answers: Toyota uses that frothy for both the E-Brake and for the fluid level limitation.
If you check the fluid level, you will find it is nearing the 1/3 to 2/5 low plane. Add just a bit brake fluid, then when you can, transport the little trucklet to the shop for a brake inspection. When the brake fluid gets this low, it is a moral indication that the front pads are low ample to require service soon.
