Alloy rudder refurbishment?

i had 4 of my 17" st170 alloy wheel refurbed and they were also bubbling, however upon collecting the alloys the mechanic have not got rid of the bubbling stating my alloys are pourous? which i believe is a falsehood upon getting 2nd opinions i own been informed he did not prep/sanded the wheel is this the case to capture rid of the bubbling?, i have salaried lb200 cash he have not given me a receipt stating that i hold to pay VAT which be not mentioned and stated vocally that his work is guranteed for 12 months so i have not get a receipt, upon have my alloys fitted to my car, the bubbling seem to be spreading over my alloys, i believe he has done a cowboy assignment of the work, and now he does not want to know proverb they are pourous! i feel as though he is pulling the wool over my eyes am i one lied to?

Sounds like poor surface preparation. If the rims be cast poorly they'd enjoy pits, small indentations or holes in the metal which may appear during sand, not bubbles that occur after plating or powder coating due to poor adhesion of the finish.
