Pull the pin holding the throttle lever. There is a plastic washer/bushing on the top and bottom. Replace these. Adjust your cable slack so it's just about tight. If that doesn't work, it method your housing is worn out and the throttle lever is moving sideways when you push it. Replace the entire housing if that is the problem.
