Cadillac 1989 Sedan deVille gas cistern issues?

About a year ago, the fuel line running from the container to the engine cracked. I took it in and they replaced the column and the sending unit. Now the cistern is not accepting the full amount of fuel (89's have an 18 gallon capacity). I can run the vehicle down to Empty, bring it into the gas station, and it will lone allow me to add 13-15 gallons at most. The calculate (digital) does read full, and progresses downward to 15 etc...

Took it back, and the merely thing the mechanic can suggest is that "the baffle" is loose, and may be interferring next to readings. I've never hear of a baffle in a fuel reservoir. Does this sound believeable? Are nearby any other thoughts on why I can't add more than 15 gallons to a 18 gallon cistern!!

Answers:    at hand are baffels in the gas container to prevent the fuel from giving you that sloshing feeling when you drive. if the baffle be interfering with the sending element it would not read properly at all. promising the vent is restrictedand not allowing the vapors to escape when you fill it up.

I WOULD SAY THE BAFFLE IS LOOSE IT STOPS THE GAS FOME SLOSHING AROUND WHEN IT GETS ABOUT 3/4 EMPTY.
