Dodge Shutdown Relay. Voltage one side, no ground (control) other side from ECU.?

92 Dodge Dynasty. Voltage one side, no ground (control) other side from ECU.
I have already replaced ECU, no swing.
No Error Codes
Is there a indemnity or emergency shutdown switch somewhere?

Answers:    might be a relay problem , A relay is nothing more than a complicated switch.

85 + 86 are your corral coils One needs a power source the other a ground, one or the other have to be a switched source. if both were constant relay would other remain open.

Whatever go in 30 comes out 87. when no continuity is going to posts 85 + 86 consequently the relay is resting at 87a .
