Electrical Faults, 1995 5 door Peugeot 306 1.9 td.?

Hi, I have just not long bought a Peugeot 306 1.9 td in a auction as a non-runner for lb200 a few weeks ago. Anyway made some minor repairs and got the engine running. However, the problem I own with the car at the moment tho, is fairly more complicated.
The central locking, heater blowers, principal beam, side lights, dipped beam, interior lighting, airbags, adjectives not working..
but, all the indicators, brake lights, reverse lights, glass wipers, heated rear window, electric sunroof etc. adjectives works fine.
Its like its lost a main incoming live or globe somewhere on the car. Iv checked all the fuses, adjectives the relays, there all ok and enjoy a healthy 13.3v supply to them. The other thing is they seem to be some kind of drain on the electrics, for example if you use the indicators or use the brake lights, power seems to drop to 11.6v on the cd player, interior clock, etc. so to me this seem like some kind of dust fault.
What is the best way to examination for an earth fault similar to this if so??
Many Thanks
