I received a reply from Charles and I now own the platen off the player. The with the sole purpose way I can achieve the wheel to turn is to make the addition of tension to the spring that engage the wheel. There is no flat spot on the controls nor does it appear to be worn. Can I replace the spring, or cause it to increase surrounded by tension?

Get some typewriter roller cleaner and wipe it onto the wheel... that works pretty in good health.
