Well... it's not exactly a shade tree mechanic job. For 23's, you'll probably have need of at least a few inches of lift, which unless you know what you're doing, own a jack and jackstands, like working underneath a car, and can drop a reverse end and front suspension, you probably can't do it. You'll also need to carry those tires individually balanced on the rims. A tire shop can do that; you can't do it yourself, but unless you want the entire car to jerk above 40 mph, you'll need that done. You may need axle spacers, fenderwell cutouts, man there's adjectives sorts of things. Stock rims on an 97 STS, if I remember correctly are 17s, maybe 16s depending on the package. You're count 5-6 inches to the diameter of the rim that was specifically designed to fit your car. In other words - transport it to someone that know's what they're doing, shell out the cash, and you'll be much happier.
