Answers: First off achieve the exhaust repaired that may be part of the engine restrained coming on. You said the gages hardly work that's the cluster for the gages or the computer that manage them needs to be checked and possibly worked on. I read somewhere it could be a need a new panama and rotor plugs the works for hard starts, and I hear from someone on here that could be your fuel pump loosing pressure. My boss has a 1995 dodge run into which is a pain surrounded by the *** to start once its warm customarily it takes 2 or 3 starts back the engine finally will start. Unfortunately I don't know the cause of that adjectives I can say is well brought-up luck and just repair one problem at a time.
How would I rate it? I'd rate it a 20 year elderly car, probably beside high mileage, to be precise well beyond its expected enthusiasm. You've gotten more than your money's worth out of that one. Move on.
