Actually this is pretty easy. Go to your nearest bus courtyard or city maintenance facility, anybody where they remove graffiti. They almost adjectives use a citrus based gel that can be rubbed on, won't hurt the paint but will remove the letters.
Some hardware stores might take it too, it is easy and takes a minute to apply and wipte bad.
Answers: A hairdryer. If it is a decal it will loosen it up. If you have had luck beside solvents before with out risky your original paint it may be that the air temp is only just a little too low.

try some wd40, spray it on there, and wipe off next to a soft rag, or an old t-shirt, etc. i'd be worried that the undemanding off, and/or laquer would have already tatty the paint. anyway, g/l
If they be put over the car's clear coat you might be able to ever so gently cut it off with a scraper (a cut-throat at the end of a handle). They sell them at home depot for cleaning window and such.
