Unless you own a way of separating hydrogen and oxygen from river and storing it in the vehicle, later using something to recombine the two to produce power (not a rocket engine) more like a fuel cell, afterwards there you travel. Remember Einstein's theory, heartiness can not be created or destroyed. Any energy you inevitability to run the car have to come from somewhere. Water is a very stable molecule so impossible to use as fuel by it's self.
