The boots at the ends of your power steering rack serve just as dust covers, and shouldn't have any fluid within them at all. I made the mistake of replacing one on a Ford years ago thinking fluid in the boots be normal. The problem is the seals at the ends of the rack are gone. You obligation a new steering rack. The seals are not something you can only just replace.

I suppose you can just replace the boots. If not, just replace the entire power steering pump (about $80, newly buy a rebuilt one, it is normal to use rebuild pumps). Be sure to bleed the air out of the system after finishing by turning the wheels side to side several times. This will get hold of the air out.
