What ratio do I dillute it with?

How habitually should I translation my car's...

I don`t know what you`re trying to de-grease. This would make a difference. Suggest you use what is recommended for the product. Some obedient degreasers are:
Gasoline
Naptha
Alcohol
Laquer thinner
Etc.
Apply safety measures when using degreasers!
