Scartch on a bmw?

a few weeks ago i hit a BMW (not a new one a mature one, probably around 2000-2003) it wasn't a big accident a moment ago a fender bender, it left a score on his bumper. No his bumper is not dented in anyway and the score isn't that big.
he claims that he must replace the whole bumper and cannot paint over because it will "crack" surrounded by later years.
could this be possible?
he claims the repairs to be 500-1000$.
I find this thoroughly hard to believe. For this type of chisel the most is atlest 200.
