Starter solenoid request for information?

My son has a X-7 70cc pocket bike and the electric starter will not do anything. I tested the mobile and it has 12v and I push the push button to start it and nil happens, no nouns, nothing. The voltage doesn't even budge on the battery-operated? Also, when I turn the key on, zilch works; lights,horn,turn siganals, nothing. But I already checked the in-line fuse, and it's dutiful? There is 12v going to the solenoid from the battery, but 0v on the other terminal of the solenoid. Not sure what to do to tryout solenoid or any other part of the electric starting system? Any and adjectives help would be greatly appreciated!
