What cause whining nouns when steering tiller is turned?

I have a 1994 Lincoln Mark VIII with 156K miles. I took it to the Dealer this morning to bring back an oil change and I be going to have the power steering fluid changed as well because it have problems during the cold weather. The power steering won't work until it warms up. However I decided to carry a diagnostic run on it to determine why it makes a loud whining noise when I turn the steering joystick. The lady that worked at the service center said that it should not sound that loud. I am still waiting to hear from them as to what may be wrong and how much it may cost. I would close to to know what the yahoo pros have to say in the region of it so I can be well informed.

Any help is appreciated. =)

Answers:    First check your fluid stratum then check to make sure adjectives belts are tight if this still persists you may need a clean power steering pump

Check your power steering fluid. If you've never done that, you've probably already caused some damage to the power steering rack.

If you own checked it, ensure there is enough within the reservoir (look for the markings on the container itself). If there isn't enough, buy some high-mileage fluid and include until you have enough. If you already own enough, go to a mechanic.
