I biult a 350 with RHS heads and a mild cam near roller rockers. The truck had a knock sensor in the block that I have to remove because my new excell distributer did not have the electric wiring for it. The truck also had an EGR valve,smog pump,roast riser and a charcoal cannister. It has a new cat. on the exaust I know it had to have that. But these other parts be removed many years ago. I hope I dont need them adjectives.
In California they do a visual inspection first and will go amiss you for the wrong gas filler neck. So my best guess is, you'd definitely founder here in California.
Answers: In order to pass they check the emission at different engine speeds and loads and without the egr etc...and AIR system you will fail. You can really lean out the carb but dont run it to long as you will own engine damage.
