Whenever I brake my coup¨¦ sounds approaching something is scratch the ground what could grounds this?

and how much do you think it will cost to fix. Also, when i get faster on the hwy my car sounds close to its squeeling at me. I am thinking that its one of my belts but I am not really sure. I am hoping I dont need to buy a modern car or that this is not extremely expensive because I enjoy student loans I am paying off. PLeaseeee relief
