I have bought a 1999 Megane, but solitary has cassette player. I've no problems getting a fascia, but obligation to know if

Answers: Yes it can be fitted so the steering column controls still work. An auxiliary wiring harness will be required. These are in general readily available from places resembling halfords or car audio shops, if they don't enjoy it in stock later they'll be able to instruct it for you.
