i am trying to set the gain with the volt-meter but i am getting a reading of 0 volts from the speaker inputs while the 60hz tone is playing
Be sure to weigh up across the sub output on the amp. You may need to enjoy the subs connected (wear earplugs).

This may be a dumb question, but do you own the gain turned all the approach down still? Also do have both lead attatched? Check the range approaching Rick said.

May I ask the model of the amp? Might be able to give a hand with the settings on the amp.
Answers: is the meter set to the proper span? if its on too high a list it will be zero... the reach should be set to include the volt reading you expect to receive.

Do you have the volume on the deck turned up to approx 75% volume? that will effect the voltage dramatically.

If i have to guess the issue is simply that you are reading the meter incorectly... i don't say this to be cruel, but the metters can be confusing, sometimes they are set up near multiple ranges where respectively range is a multiplier of the reading that displays... so a reading of "1" might in actual fact mean 1 volt, but it also may scrounging 10 volts, 100 volts, or even 0.1 volts....
If you can give a model number and the RMS wattage of teh amp i will attempt to find a picture and assistance you with the proper array setting.

plug everything back within except for the subs. measure at the output terminal you'll be hooking the subs up to.
