Answers: The insulation will mostly "support" the speaker. Without the tightening effect of the insulation, woofers, under full power can glibly throw a voice coil by allowing the speaked to move to far, to quick. Also, the dampening effect, greatly improve the harmonic quality of the speaker.
It won't receive them louder, but they may sounds louder because of the reduced road noise that would be present.
