Everytime I go to turn on my Element it have this sort of grinding sound, the individuals at Honda say its the relay switch and that I'm turning the switch to slow....Has this happen to anybody......any suggestions....

The buzzing noise is the fuel pump turning on to prime the system beside pressure to provide a quick start. Nothing wrong near it, but good ears on your cut.
