Answers:    I'll have to be brutally honest near you...cheaper mods don't make horsepower...so don't go nerding your vehicle out with a goofy muffler and a wing. If you want power you'll have to retribution. The only "free" or "cheap" mods would be rather detrimental depending on what you're inclined to give up. The first would be weight concession. If you're willing to pull out the pay for seats (which are somewhat useless anyways) and strip the trunk out and remove the spare tire and jack, you'll feel for a moment bit of a difference. Also some people, myself included, find airbags to be less of a safekeeping feature, so removing the airbag system from your steering wheel and passenger side can liberate a lot of weight too. Another free mod would be removing the AC, which is another popular risk if you can take the summer heat. I simply roll my window down. It was worth good 25 pounds, and it free's up 5-10hp depending on the car. Those are about the individual universal "free/cheap" mods I can tell you, and it won't cost you any more than buying a dutiful shop manual for $20 and a few hours of your time. Another weight markdown that doesn't cost much is buying a lightweight Odyssey battery. As long as you don't leave the motor sitting for more than 3-4 days at a time without driving it, this mod will save a great deal of weight also. You can also google seach some Eclipse forums and use the search button on the forum page to seach for some other free horsepower mods people have done contained by your specific model, and read about the results.

Now, on a more serious note, some other "cheaper" mods that will probably web you more of a noticable gain than all of the above put together would be a good Cold Air Intake, Headers, and a Catback Exhaust System. They'll come and go in price, but together they'll make a big difference. Here are some links.
Intake:

You'll gain a little bit of a gain with these and MUCH better throttle response. They aren't too not easy to save up for either.

Exhaust:

This will be your second step, but you'll really start notice gains after this.

Headers

This will definately pull the other mods together and result contained by your largest horsepower gain so far. The exhaust and headers will take longer to save for but be WELL worth it surrounded by then end. After you do Intake/Headers/Exhaust I'd attain your car tuned on a dyno for maximum power, unless you want to get a Nitrous gear. Then I'd wait.

Pulley Kits:

These are a great "bang for the buck" item.

After these are done, another cheaper power adder is Nitrous. Keep within mind, you'll need to start using premium 91+ octane fuel, and you'll need to switch out your plugs for ones that are 2 heat ranges colder. You should be able to run a 75hp shot of Nitrous soundly, and this will be your biggest power gain for your money. Just make sure you get a paraphernalia that only activates at WIDE OPEN THROTTLE and have a window switch so you don't accidentally activate it at a low RPM. A bottle space heater is also a good idea. The adjectives setup shouldn't cost more that $500-700 bucks.

I'd call them for specifics about your application.

Other than that, craft sure you do all of the scheduled preservation and start changing your oil near ONLY the highest grade synthetics similar to Royal Purple, Redline, Eneos..etc. Using these oils has in fact show slight horsepower increases in some engines and will protect it from damage. Also, i'd start varying the oil AND the filter every 3K miles. If you are over 50K miles I'd add a can of Engine Restorer to the grease the first time and then do that every 5th or 6th oil regulation. It will keep your engine clean and the compression forceful. I'd also run a can of Seafoam through your gas tank every 15K miles to clean out the fuel system, and I'd relocate the fuel filter at that time to. I hope this helps you out! Good luck!
