Answers: It sounds silly, but one time it happened to my friend. It turned out at hand was a screw on the bottom of the pedal that would attain stuck in the runner, making it stick. Also, if its a cable clutch, you should be able to adjust it, while youre down in that, check all the cableage and linkage and fashion sure its all obedient. If you dont find anything....its gonna be an internal problem and a real drag.
