Rims, L.E.Ds, Tinted Windows...?

Buying a 2004 Grand Am, and I know it's not much on looks, but I want to make it look better.
Tinting the windows, putting blue or red LEDs within the headlights, and getting some chrome rims. Where can I get all of this done for the cheapest price?
Any suggestions? Should I use a different color LED? The sports car is a dark grey.

You'd better check your local traffic ordinances. Most places are laws against colored lights on the outside of a vehicle and that includes underbody LEDs, LEDs on the strip frame, LEDs around the headlights and anything that isn't "normal" for a vehicle. It's especially a no-no for red or blue -- those are reserved for emergency vehicles like cop cars, fire trucks and ambulances.

Just about any Wheel place does tint around here! More than predictable they could put the LED's in to. But Im def. not a big fan of those myself. Thats when the rice comments come within!

I own a custom vehicle shop. Custom shops will adjectives do tints, LEDs and flourescants. Do check local law and regulation but you can have lights and stuff as long as you just use them in private areas. For this particular model i recommend Giavanni XR Ninja Rims within chrome and black inserts. Dark grey paint and blue lights looks good.
