What does this symptom tight-fisted on a '92 chevy lumina apv?

The van's transmission is automatic, however whenever it is contained by gear, if we are on a hill it can roll backwards if we are not holding down the break. I thought that they weren't supposed to roll backwards when they are contained by gear?
