I'm looking at an 03 CTS with 45k miles fully loaded w/navi for 13K and an 06 Charger with 21K miles that's not at adjectives loaded at the same $. I like both but don't know the reliability of any. Any +/- about the models will help beside my decision.
You want only style go for the cadi. You want style and american muscle budge for the charger. In my opinon I would get the charger.

I would deff go with the cadillac CTS! I am single 16 and I had the cts-v series and it was alot of fun, but after I saw the STS-V and had to have it. Although when they break down or own any problems they cost alot to have fixed. I was race with my STS-V it only have 11,000 miles on it and it engine blew up. Luckly it was still covered. If you have the money to hang on to it up go for the caddy!

Answers: Reliability aside for a moment, if you willing to donate up the extra toys in favor of lower miles and 3 model years then grasp the Charger and add goodies like an aftermarket Nav system and leather sitting room later. But if you want a car that looks fundamentally modern with the extras like leather and factory Nav, next get the CTS.
Speaking of reliability, the Charger is probably the better choice. Not to mention there most credible is some warranty left on the Charger.
From what I heard the CTS is to some extent slow considering it's sporty looks. 0-60 in about 8 second, that's slower than a 4 cylinder Toyota Camry. A V6 Charger will be a bit quicker than the CTS (Judging by the cost of the Charger I'd assume it's a V6 and not a Hemi car.)

Although the CTS will hold more wear on it because of the extra mileage, it has proven to be a great car. Cadillac, they are reliable, and safe. Plus, it looks a lot better than a chief charger with no rims, when you can have a Cadillac beside chrome rims, and a bunch of option.sGet the charger, that is a much better choice.
