Dealer License?

I am looking to get into buying and selling cars as a trader. I looked into a dealer who is out surrounded by Mississippi (I'm in NY) who said he would variety me an "agent" of his dealership and not provide me with vendor plates but temp tags and adjectives the information necessary to know how to go to purveyor auctions and do business as a dealer. He say it's legal because he will database me in the state as one of his agents so I would essentially be working for his dealership representing him and his company and be registered legit. He will be providing me beside all the rag work necessary contained by making transactions with customers as ably. He also sent me some MS state tax papers of him and his business and Motor Vehicle Dealer Tag Permits which I hold verified with the state of MS. I guess what I am really asking is:

1) Could this be a scam?
2) Does it nouns like a devout legit idea?

Answers: I wouldn't touch that deal next to a 10' pole. How much is he going to charge you per car? Not sure around NY, but that's against the law surrounded by TX (and most other states I'm familiar with). What in the region of insurance, bond, etc?
