(13) "Motor vehicle dealer" finances a person who, for commission or beside intent to make a profit or gain of money or other entity of value, sell, leases, exchanges, rents near option to purchase, offer, or attempts to negotiate a sale, lease, or exchange of an interest surrounded by new or current and used motor vehicles or who is out of stock wholly or surrounded by part contained by the business of selling or leasing new or up to date and used motor vehicles, whether or not such motor vehicle are owned by such person. The public sale or lease of three or more new or bright and used motor vehicles or the offering for mart or lease of more than three new or contemporary and used motor vehicles at impossible to tell apart address or telephone number surrounded by any one calendar year shall be prima facie evidence that a person is unavailable in the business of selling or leasing fresh or new and used motor vehicle. "Motor vehicle dealer" includes an owner of real property who allows more than three clean or new and used motor vehicle to be offered for sale or lease on such property during one calendar year unless said property is lease to a licensed motor vehicle dealer. "Motor vehicle dealer" does not include:
