There have be rumours about that going on here in Michigan for years, but they figure that the state will lose money because of cutting out that section of drivers. They can't gross money off the licence fee if they cut out those drivers.
The driving age here is still alike.

Actually from my own experience working as an insurance broker afterwards becoming a fire fighter..99% of accidents surrounded by the uk are caused by someone over the age of 21 from what I've found.Don't have a run at young drivers, you were one too once.
