I saw a guy this morning beside no lights on in FOG and his windscreen was still partially frozen.
I agree with pnclements, I have notice the newer Hondas are prone to this. When you start the car the dash lights up resembling a Christmas tree! This could lead the driver into thinking his/her lights are on! Then again some drivers just are too damn stupid/lazy or indifferent! You would reflect it cost them money to turn their lights on!

This can create an incorrect impression that a car's lights are on, even when they are off, because the dart is lit. This can cause drivers to think their lights are on when they are not.
1-b. Many cars own DRL (day running lights) with only the directionals (parking lights) lit. When combined next to electronic dashes, a drive maybe meditate their lights are on when they are actually off.
Too plentiful drivers are simply unqualified to drive to start with and with adjectives the well intentioned safety devices, such as DRL and/or electronic dash, these people can't tell the difference when their lights are bad or on.

Because some people seem to be below the mistaken belief that their headlights are there solely to enable them to see contained by poor light conditions. If they can see OK, they don't switch them on even though other road users may not be able to see them. Conversely, some drivers own their headlights at full beam and don't dip them when a car is approaching from the differing direction.Either way, it is a total disregard for others. Pure selfishness.

I be wondering the same thing this morning...I conjecture sometimes they forget to turn them on. This morning there was so much fog and the visibility be horrible and let me say the MAJORITY of drivers did NOT enjoy their headlights on it was scary!!i enjoy no idea they do it in fog aswell
