1995 Ford escort HGV: 50mph?

it was passed to me when I got my study permit, and the first time I tried it on the expressway it didn't have a big problem next to accelerating (it was competent to go about 65mph) but lately it doesn't move about above 50. even if you put a lot of pressure on the gas the speed stays at around 49 or 50. i'm going to turn 16 soon so I'll take the examination to get a license. what do you think is wrong next to the car and how much do you think it is worth? near were already a lot of miles on my saloon when I got it, and the heat and a/c don't work. the radio have clear sound and all of the tires be replaced last september
