Do the out-of-date style traffic warden still exist.?

The ones that, for example if the traffic lights stopped working would take up traffic control duty or have they adjectives become parking attendants.

Of course they do. Mainly because not every Council have decided to go down the decriminalised parking route - so oodles Police forces are still responsible for enforcing parking restrictions. And Police forces use Traffic Wardens, who are often trained to do 'points duty'.

And for the benefit of the innovative contributor: Whether it's a Traffic Warden or a Parking Attendant - if you only park legally, after you won't ever get a fine.
In the little town where I live, the council hires mercenaries from in a foreign country who wear peaked caps with cavernous, flat tops, just like the one contained by the link below, and blue uniforms completely much like the French CRS riot police, and every so often a sizeable squad of them suddenly strikes for a lightning raid on the town.

I've seen them slap tickets on cars belonging to little aged ladies who live locally and who can't manage to get their cars aligned properly inside the white lines provided, and I know they dissuade general public from giving their business to the local shopkeepers, but I've never seen them do anything helpful.
