For the UK : why do traffic warden grant foreign registered cars parking tickets?

Wouldn't the driver just rip up the ticket and guffaw? It seems pointless trying to enforce what is probably unenforcable.

Answers:    If it is a hire motor, the drivers details are obviously record and the fine/points are then sent on to the relevant European country - I'm not sure almost USA etc. If it is the drivers own car they are stopped at the port of departure and the fine is imposed on the spot, if sufficient details can be provided consequently the fine and points are again sent on to the drivers country. The EEC has a reciprocal agreement to pass off the fines, points etc. however the points are given according to the laws of the country where on earth the offence be committed. It is certainly enforceable inside the EEC and I believe within the U.S.

if they own registered there motor with near correct details (name, address) then they will be traced even out of the country
