Why does the Road Dept place black...

It's all a matter of how they manufacture their blinker unit work. For nearly every manufacturer, the in the lead choice has always be to use a thermally activated momentary breaking switch, or if you're at an auto parts store, it's those 1" cubes called Blinker Relays that you stick contained by the car's breaker panel. They function the same way as old-world blinking christmas tree lights do (not the programmable kind) where when you give it power, it heat up the element (emitting light within a bulb situation) and the heating makes the metal warp, and it eventually curles away from the other side of the cable that it had been touching (it's similar to a bridge hooked only on one side that then lift up and down) thus breaking the connection, and it cools, and then reconnects and repeats. Since this is a function of some physics going on, contained by regards to how easy it is for that individual piece of metal to bake and warp, it is somewhat naturally random, contained by fact if you set a metronome to it, you would see that even one car does not really blink at a constant tread, but it's close enough that normally culture can't tell, except when compared to other cars, thus answering the title.

Hope that helps!
Now in a minute my dear fellow American. Don't start that Liberal talk and "group" blinkers.

Each manufacturer must "distinguish" themselves from the competitor by have their own proprietary peripherals. Blinkers is one. Light blubs sizes and their location. And so forth.

The total electrical output of the automobile's configuration determines the electricity needed to activate and run electrical gadgets. Blinkers is one of those gadget. That's why one can not put the blinker fuse of a Ford into a Chevrolet or Honda or Mazda. They all work differently!

Different turn signal flashing units are made by different companies and using different components, this results within different flash intervals.
What are you after? A row of cars all flashing in sync so you can tap?
Next you'll want them all to look the same!
Heh, how give or take a few making a list of how many different tints the red tail/brake muted come in. That will take you a while! Then there's the clear lenses next to the red bulbs! Damn!

Answers:    Its adjectives depends on the spacing of the circuit breaker and they don't attempt to make them all equal, just approximately the same. They metamorphosis with age and temperature also. So it would be doubtful but not impossible to find two the same.
