in the california drivers handbook it say minors licens restrictions or something like that and it says if restrained transportation cannot be provided you may drive to school or school authorized entertainment.. does that count for the permit too? because once you get your license you can drive where you want(5am-11pm) does this count for your permit too?

You must have someone over age 25 beside a valid CA driver's license accompany you in the subsequent seat, able to appropriate control at any time.
