If you had proof I would go ahead and get hold of new tires and make sure you hold the receipt. If you lost time at work or had to own your car towed make sure you own receipts of some kind of official paperwork documenting what you have to pay and the amount of money you lost as a result of the lost time at work. Then take him to small claims court. You could record a report with the police but with something this small, nought usually comes of it. Besides if he spends a few days in Jail, you are still left beside the bill of your damages, if you take him to court with proof, he will enjoy to pay for the damages and services required to fix the damages he caused.
