I am looking to buy a car from my brother in Iraq. My uncle is the leinholder on the vehicle. My brother have agreed to sell me the car, but is not here to sign the title over or to sign the Bill of Sale. Is near anything I can do?

He can sign the copies, and have the signatures witnessed and stamped with a company stamp confirming he is within Iraq, and send them with a notification confirming the uncle has the authority to handle the physical mart of the vehicle to you. The unsigned title becomes the main document, and the signed copy become the supporting document. As a registrations agent I have handled oodles similar cases, although no owners have been reasonably as far away. The bottom line is, the change contained by ownership has to be confirmed as authorized by the legal & registered owner. As lienholder, the uncle's signature is required as very well, by the way.just as it would be if the lienholder be a bank, to show the lien is cleared.
