Answers: it goes by what state you live surrounded by ,some states will allow this to happen,your not supposed to know how to register a car short a license,but there are states that do allow this to crop up,i don't know which ones they are,but you can check your local and state laws on this,well-mannered luck.
I did it, but I did have to hold a picture ID, and valid car insurance, oh and I have to purchase the tag and clear the tag allowance. You don't have to be capable of drive to own a vehicle.
