Answers:    Generally, if you have a vehicle specifically considered non-operational and therefor does not need to be registered or insured, it cannot be driven, towed, moved or vanished standing (parked) on any street.

You usually have to return with a certificate from the state in connection with non-operational vehicles until they are returned to service.
