A dog is in a parked car. The dog bit someone walking by, but the dog did not make tracks the vehicle. Would car insurance cover it?

if you are in Australia, a claim can be submitted - but not on your motor insurance.

If you had home contents insurance, there is usually a provision to insure you for public liability for anywhere outside your home, within australia.

in other words, if you KNEW your dog is likely to bite and you not here the window down, and it attacked someone through the window, the attacked creature could claim you were negligent by not shutting the glass far enough and your public liability insurance on your contents cover could step in to any DEFEND or PAY the claim as they see fit.

Nope, that would be against the dog owner's liability insurance portion of his home-owner's policy. A dog is not part of a vehicle. If a passenger reached out the window and punched somebody, the saloon insurance wouldn't cover that, either.

Most likely this would be handed underneath a home owners policy. The injury was not caused by the vehicle or by the use of the motor vehicle. The injury be caused by the dog. (but it would really depend on how the courts in your state enjoy defined use of a motor vehicle).
