Answers: I own just completed one on behalf of my son. The passport number requirements to be entered to check if you hold a digital photo registered with the IPS (Identity and Passport Service).
Once the form is completed on queue you have to print out another form which you own to send beside a photo so that the two can be matched.

I thought it was going to be quicker than only just filling out the middle-of-the-road forms which you get from your Post Office. Its not and it still costs you lb45.00.

DVLA will liaise with the passport organization and 'lift' your photo from the passport and put it onto the licence. It still costs lb45 however. lol
