High-risk insurance within gta?

My husband is a high-risk driver (having 2 at-fault accidents contained by 2005) and basically no insurance company will pilfer him. We have insurance right in a minute with a distant line member's company but we're getting screwed. Currently, we are paying about $800 a month plus a $2200 down payoff (which we had to borrow) for him to drive his pick-up truck and it's massacre us financially.
Does anyone know of any insurance companies that WON'T charge us $800/month? We don't mind paying the down payment if the monthly will be cheaper.
