How do you sign over a title to a vehicle?

My relative was the imaginative owner of my vehicle, and signed the title over to me. I have signed it, but not registered it on the other hand since we just moved out of state. We are in a minute selling the vehicle AS IS (outside the state of where it be purchased), but are not able to receive it inspected since it is awaiting to be fixed.
How can you sign the title over to someone when your name is on it, and it is not however registered in the state you currently reside?

Your name have to be on the FRONT of the title.
You have to become the titled owner past you can transfer it.
So.....
You own to mail it to your states dept of motor vehicle and wait for them to return it to you as the titled owner.
