ok i traded my jeep for $500 and a broken atv. i get it running and very soon want to register it but i have no title or bill of mart. called the guy and he moved i dont know where on earth and i emailed him and he wont send a bill of public sale or the old registration for it what can i do? i know 100% its not stolen.

You may be capable of register the ATV for a three yr period, obtain title and "full ownership" after that period be up, it again depends on the state you reside in, on whether this plan would work for you, but simply ask at the DMV.
