Answers: Nope, the bill of public sale only method it was SOLD to you. To flog it to someone else, you need to sign the TITLE over to them - it's proof that you own the motor, ya know?
Anyway, go down to your DMV and apply for a duplicate title. It should be mail to you in a couple weeks. Then you can sign that title over to whoever you want.
